Postal mail is one of the oldest and most commonly used methods to introduce contraband into a prison facility, creating an expensive and oftentimes lethal problem for both inmates and corrections staff. For example, PA DOC made significant changes to their postal mail procedural after reporting 57 staff members were sickened in 28 incidents in central and western Pennsylvania that will cost taxpayers $6M per year. Although the obvious solution may seem to restrict postal mail, studies show this approach negatively impacts reentry efforts, while also exposing the State to costly lawsuits for infringement of an inmates’ Constitutional Rights to receive
postal mail.

Corrections by Pigeonly provides a postal mail solution that allows correctional facilities to receive legal and non-legal postal mail without the risk of contraband, protecting the safety of employees and inmate population.

POWERING REAL-WORLD CRIMINAL JUSTICE REFORM THROUGH PRE-ARREST DIVERSION

The U.S. criminal justice system is expensive, inequitable, and inefficient. Lex Loci provides a scalable approach to implementing and managing pre-arrest diversion programs. Before using Lex Loci, Orange County, NC reported,  successfully diverting 146 participants between April 2016 and November 2018 with a 92% success rate and 12% of program participants reoffended within 6 months of program completion.

After adopting Lex Loci, OCPAD’s completion and recidivism rates improved:

  • Orange County was able to enroll more participants in diversion programs: 93 in 2019 versus 158 over a 3-year period.

  • Orange County saved up to $350,982.

  • The program reports a higher completion rate and lower 6-month recidivism rate.

LEVERAGING TECH TO CREATE EXPERT COMMUNITIES OF PRACTICE TO END HUMAN TRAFFICKING.

Law enforcement agencies are focused on specific geographic areas, and only the crimes happening in their jurisdictional areas are the ones they are funded and tasked with protecting. Traffickers, however, don’t stick to one city or care about geographic boundaries. They are trafficking across cities, counties, states, and even across the nation. Collective Liberty identifies and connects first responders with the power to disrupt human trafficking networks – ensuring they are operating in culturally nuanced, and victim-informed ways.

Collective Liberty created the Forging Freedom portal to fill a huge gap in the anti-human trafficking field: lack of systematic, coordinated data and collaboration. Identifying policy trends in the field, actionable data from first responders, and needs expressed directly by survivors, they created and share ways the general population can take action through digital communities of practice. This allows activists and advocates alike to scale data-driven, local policy solutions at a coordinated national level by taking concrete, actionable steps

To date, they have supported the closure of over 1,000 human trafficking venues. We have also trained over 7,000 investigators across the United States.

CONTACT TRACING WITHIN FACILITIES TO PROTECT EMPLOYEES

With Kwema’s smart badge for contact tracing & emergency alerts, your employees follow a seamless checkpoint system to automatically or manually check-in high-traffic areas like the cafeterias, conference rooms, major hallways, and entrances etc.

When somebody is diagnosed positive for COVID-19 using GDPR guidelines Kwema allows you to do several key things:

  • Trace where the employee was

  • Identify who they may have come into contact with.

  • Classify all employees into 3 risk groups.

  • Notify the emergency staff and/or 911 when an employee.

  • Roll call during mass evacuation to see who has evacuated to safe zone and who hasn't.

FOOD FACILITY REOPENING PROCEDURES AND GUIDANCE

Erie County wanted to provide a way for its restaurants to have a specific and clear understanding of the requirements for reopening on-premises dining operations. As counties across Pennsylvania prepare to move from "Yellow" to "Green" phase.

Like all of CityGrows COVID-related offerings, this workflow is available for use by any government at no cost. 

This workflow includes:

  • Simple, mobile-responsive forms for restaurant owners to plan for reopening.

  • Clear, specific description of required safety precautions for staff and customers.

  • Option for Health Department to review and give feedback on reopening plans.

  • Restaurants can download their reopening plan for reference at the end of the workflow.

  • Ability to upload your existing list of licensed restaurants and have information pre-populated in the forms.
