
Curtis Howard

Mr. Howard has served as the Director of Neighborhood Services at the City of Plano since January of 2024. He spent five years as the Administrative Services Manager at the Plano Police Department where he managed the Fiscal Affairs, Accreditation and Compliance, Records, Crime Analysis, and Planning and Research departments. He started at the City of Plano in the police department as the Legal Advisor in 2011.
He started his legal career at the Collin County Criminal District Attorney’s Office where he worked as an Assistant D.A. in 1997. He held various positions within the organization, including chief of the Misdemeanor Division and of the Crimes Against Children Unit during the fourteen years he worked as a prosecutor.
He is an instructor at Sam Houston State University’s Bill Blackwood Law Enforcement Management Institute of Texas (LEMIT) for the Texas Police Chief Leadership series, Command Staff Leadership Series and Constables Education Program.
Mr. Howard received his undergraduate degree from Colorado State University and graduate degree from the University of Colorado at Denver. He attended law school at South Texas College of Law in Houston. He is licensed to practice law in Texas and Colorado and has been Board Certified in Criminal Law since 2004.
