Scott Kubly

Former Director

Seattle Department of Transportation

Scott brings close to two decades of public and private experience developing and launching new products, public-private partnerships, and regulatory regimes. He has a particular expertise in shared mobility, public-private partnerships, and strategic planning and communications.

Scott Kubly joined CitiFi after leading Lime’s global government relations team where he helped the company launch its first scooter market and grow to thousands of scooters across four continents and over 20 countries. During his time at Lime he helped bridge the divide between the thinking of hyper-growth VC backed companies and local and state governments to bring micro-mobility to cities across the globe. planning and communications.

Prior to joining Lime Scott served as Director of the Seattle Department of Transportation and a senior executive with the Chicago and District of Columbia Departments of Transportation. While with those cities he led the development of regulations and deployment of docked and dockless bikesharing and carsharing, transit service expansions, the installation of 100+ miles of protected bike lanes, and the roll out of large automated enforcement program. Under his leadership the City of Seattle passed the $930M Move Seattle ballot measure. He served in the Executive Office of the Mayor under Mayor Adrian Fenty. In addition, he served on the District of Columbia Taxicab Commission and as a planning manager in the Washington Metropolitan Area Transit Authority.

​Scott also provides advisory services to start ups that are focused on improving urban mobility. In the past he served as an Advisor to Bandwagon and to Alta Bicycle Share. He is currently advising Miles and curbFlow. Scott holds a Masters in Community and Regional Planning from the University of Texas – Austin and an MBA from The Wharton School.
